Climate Smart Cities Assessment Framework: Urban Planning, Green Cover and Biodiversity

Background 

Urban Green Planning (UGP) focuses on the implementation of an interconnected system of green spaces in cities including passive open spaces, active recreational parks and playgrounds and natural conservation areas delivered through private and public development. A robust urban green system can foster sustainable urban development and has multiple positive impacts, such as health and clean air benefits as well as increasing resilience towards climate change impacts such as heatwaves and floods. Strengthening urban green needs comprehensive planning, based on administrative structures, involving actors at community and citizen levels working in concert towards a shared vision. 

Training Goal 

This 3-day training programme seeks to inform and improve the knowledge of local actors on urban green spaces and equip them with strategies to create more urban green through planning policies, processes, and procedures. The training programme is divided into three main sections: introduction into the topic of UGP (Module 0 and 1), guidance and exercise on indicators of ClimateSmart Cities Assessment Framework (CSCAF) (Modules 2 to 5),  and conception of UGP as an integrated part of urban planning (Module 6). 

Objectives 

The objective of the training is to build capacities of municipal functionaries in a stepwise approach to develop, structure and implement UGP. During the practice-oriented and interactive learning sessions, participants will familiarize themselves with theoretical background, participate in structured exercise activities, and reflect on lessons learned and their applicability to their cities. After the training, participants will have well-founded knowledge of the tools and be able to implement first or upcoming local actions in the area of UGP. 

The training programme will also support Urban Local Bodies (ULB) in the performance of the CSCAF. Namely, following indicators related to UGP will be addressed in the sessions: Rejuvenation and Conservation of Urban Environment (Indicator 1), Proportion of Green Cover (Indicator 2), and Urban Biodiversity (Indicator 3).   

Contents of the training 

The training is focused on the common understanding of UGP and its applicability in the Indian context. Further,  participants’ expectations and the status quo of the respective cities will be identified. Designed of the training modules promotes the active involvement of participants in gaining a shared understanding of UGP, its relation to city planning and climate change adaptation as well as its applicability under the CSCAF.  

Target Group 

The targeted participants for this training are city officials and administrators, state agencies, as well as training experts for ULBs. The training institutes will also be invited to participate in the subsequent Module for ‘Training of Trainers’.
